I built a CVS_ROOT in the linux server (Red Hat 6.2) , and =

What version of CVS? Have you tried both users in the passwd file and
system users? Do you have SystemAuth set in your config, and if so, how
is it set? Does the $CVSROOT you're trying to log in with exactly match
one of the --allow-root options in inetd.conf? What's the exact error
message you're getting? If you're not using the latest version of CVS
(1.11.1p1), you might want to upgrade since it does a bit better at
diagnosing login problems.
