Don't know if this is exactly your problem but make sure that Sieve is a
   known service in /etc/services. If not add:

sieve   2000/tcp

timsieved must NOT be started from [x]inetd, which it most likely is in
this case.  Remove the timsieved entry from [x]inetd.conf and restart
[x]inetd.  Also make sure that you have a timesieved entry in
cyrus.conf, and send it a SIGHUP if necessary.
