YES, same problem.  The schoolalerts.iowa.gov alerts worked as advertised, 
though.

fixed. I am wondering if others experienced the same issues. I am also 
wondering what service the AEA uses because that seems to work.

We are doing our alerts in-house.  I did not have much to do with the setup, 
but it does seem to work well.

Our site is

What I know is that it is Wordpress with an add-on to Subscribe by SMS.  The 
benefit is that when alerts are triggered the server only processes the 
subscribers to our alerts.  The bad news is that if the server goes down, or we 
loose Internet connectivity alerts will not go out.  Although our server is on 
backup generator and linked to two separate ISPs.  

If you want more details let me know and I will see if I can get them on the 
list.
