Freeze break request: redirect labs.fp-o to the new labs website

Hi o/

I would like to retire the old labs.fedoraproject.org website and redirect it 
to the new one on the main site at https://fedoraproject.org/labs/

If possible, the redirect would be enabled on F40 release day so we don't need 
to update the old site for F40.
