Hi Brynn,
I see what you mean - I found it suboptimal, too, but also I'm usually
just doing Ctrl+F on the page to find what I need (and F3 to jump to the
next occurance), so it didn't bother me enough to ask for a change ;)
You could make this a wishlist bug report in inkscape-docs
(https://bugs.launchpad.net/inkscape-docs).
Jazzynico creates those files automatically using a script and the
keys.xml file from here:
http://bazaar.launchpad.net/~inkscape.dev/inkscape-docs/trunk/files/head:/keys/
