The line with the layer label is this which in Romanian is like this in French like this and in German like this My system is set to Romanian (everything, including OS UI strings) When I start Inkscape normally, the Inkscape UI is in Romanian (of course only those strings that are already translated). However, the label in that dropdown menu at bottom displays "Layer 1" (i.e. in English, not in Romanian). If I start Inkscape with set lang=fr, the UI goes French, *including* the layer label. If I start Inkscape with set lang=de, the UI goes German, *including* the layer label. What is different for my language ? (what is missing ?) Overall this is a regular .svg file and it's the one that is used by default when you open a new document. So if you draw a red circle in it, every document will start with a red circle - of course, you're not supposed to do that. It's subject to localization because some language/country may use e.g. different units by default (think metric/imperial) or any other aspect of the default document may need to be adjusted. It's completely fine if you change only the layer name and stick with the defaults.
