However, the label in that dropdown menu at bottom displays "Layer 1" (i.e. in English, not in Romanian). If I start Inkscape with set lang=fr, the UI goes French, *including* the layer label. Overall this is a regular .svg file and it's the one that is used by default when you open a new document. So if you draw a red circle in it, every document will start with a red circle - of course, you're not supposed to do that. It's subject to localization because some language/country may use e.g. different units by default (think metric/imperial) or any other aspect of the default document may need to be adjusted. It's completely fine if you change only the layer name and stick with the defaults.
