While that is true of many government regulatory bodies today, the FCC is one of the more extreme cases, and the one which affects us. Huge companies no longer need, nor have they needed for many years, the kinds of benefits the FCC provides to them. There is a role for a re-vamped FCC to address technical issues ( which would require a re-vamp by itself ), to essentially administer the system. Other government bodie should be charged with such regulation as may be necessary to limit monopolies in the various markets and also to deal with issues of false advertising and campaign unfairness, etc. But the FCC shouldn't have the sole authority for setting forth the total set of parameters for emerging communications technologies, nor for initiating policy. I over hear some guy from the NAB asked everyone Do you know of any pirate stations in your market? He was making a list to give to the FCC! It is one thing for a pirate to be reported for causing harmfull interference, but to just go after them for no reason is another. I was disgusted. This is not the same FCC we once had. [IRCA] Legal scope of TIS content?
PLEASE read the [IRCA] mailing list guidelines at http://www.ircaonline.org/guidelines.htm I know that according to 47CFR90.242(a)7, TIS stations ... shall transmit only noncommercial voice information pertaining to traffic and road conditions, traffic hazard and travel advisories, directions, availability of lodging, rest stops and service stations, and descriptions of local points of interest. Can some TIS stations get permission to broadcast other kinds of info? I ask, because there is a TIS station here in Los Alamos WQFJ525 1610 kHz, licensed to the county that is not catering to travellers, but to the local residents. The station announces that it is an emergency advisory radio station purchased through a grant from the Department of Homeland Security. It is licensed through the FCC as a TIS station, though. In the event of an emergency, we are to tune in for public safety instructions, information, advisories, announcements, etc. In the meantime, the station is broadcasting plugs for local county services, such as the county's website, the county library's locations and hours, the county customer service center, the local crimestoppers tip line, and even information about how to apply for county employment. Also, there is information about how to avoid getting the flu, and what to do if you do get it. There is currently an extended announcement about the possibilty of prescribed burns in the area forests, including locations and methods. I'm sure that very little of this information is appropos to travellers. I'm betting that the county's use of the station oversteps the conditions of its license. -- Mesa Mike, N6KUY, WDX6O Los Alamos, New Mexico (DM65uv) Los Alamos is Spanish for More than one Alamo -- Dave Barry Online logbooks: http://mesamike.org/dxlog?account=mikew DX audio clips: http://mesamike.org/radio/mwdx/audio/dxclips ___ IRCA mailing list IRCA@hard-core-dx.com http://montreal.kotalampi.com/mailman/listinfo/irca Opinions expressed in messages on this mailing list are those of the original contributors and do not necessarily reflect the opinion of the IRCA, its editors, publishing staff, or officers For more information: http://www.ircaonline.org To Post a message: irca@hard-core-dx.com

I find it a bit hard to believe myself, but it (RR-570) is/was there. Yesterday, Doc Hardester (JAX, NC) tried 570 and could hear the time ticks, but not the minute marker pip nor the RR Morse IDs. Today, I see the most minimal 1-Hz carrier beat between WDOX and CMDC. Yesterday, I could hear the pips, RR IDs, and a bit of Spanish riding in on/under WDOX's carrier while using one of my Marconis. Today, using my SM-2, when I null WDOX the resultant is just the inherent white noise of the SM-2 amplifier. So reception of CMDC seems to be also dependent of move- ment of weather fronts in/out of eastern NC. That's true of other receptions, too. I was going to try to get an LOBS to CMDC today, but it's so weak as to be futile. Basically, I speculated that CMDC was reaching the Outer Banks of North Carolina by seawave, and then being refracted westward by the sea/land discontinuity. That being the case, the LOBS ought to be skewed to a indeterminant point east of here. *I need to clarify that, soften it. I don't see it as a frontal attack on my integrity. IRCAers who have know me since before IRCA's foundation, would recognized that I try to back up what I claim. So, to summarize: I've heard CMDC, or at least the remnants of it, since the 7th, when I really investigated the second station under WDOX. I'm attaching an MP3 file for your scrutiny. Re: [IRCA] WA STATE TIS/HAR INFO
PLEASE read the [IRCA] mailing list guidelines at http://www.ircaonline.org/guidelines.htm Pete, A new TIS at Puallup on 1580? Gee, too bad it is on the KGAL channel. 1500 I have heard from Fort Lewis, as no one operates in the NW on 1500. 1570 would have been nicer, but too close to 1560. I have a lot of HAR WA stations QSL'd through the years. They are good QSLers. Hearing and reporting new TIS/HAR stations generally works well on increasing the QSL rate. I used to sit on the channels for years and waited for new ones to fade up. It even got better when they started to use 1620, 1630, and so on. Before the X Band became a reality. Ah, the good ol' days. Coast to Coast TIS stations were common. 73, Patrick Patrick Martin KAVT Reception Manager ___ IRCA mailing list IRCA@hard-core-dx.com http://montreal.kotalampi.com/mailman/listinfo/irca Opinions expressed in messages on this mailing list are those of the original contributors and do not necessarily reflect the opinion of the IRCA, its editors, publishing staff, or officers For more information: http://www.ircaonline.org To Post a message: irca@hard-core-dx.com

Re: [IRCA] WA STATE TIS/HAR INFO
PLEASE read the [IRCA] mailing list guidelines at http://www.ircaonline.org/guidelines.htm There's a pair of TIS/HARs at the Mackinac Bridge in Michigan. One of the bridge transmits at 530, the other end at 1610. Obviously not syncronized, but they are parallels. Also, from what I understand about synchronizers (and I heard this at my last amateur radio club meeting) they run about $20K for each site. But in mountainous areas, I can see where they are necessity. Thx for sharing, 73 de Joe Miller, AB8YP --- Pete Taylor [EMAIL PROTECTED] wrote: PLEASE read the [IRCA] mailing list guidelines at http://www.ircaonline.org/guidelines.htm This is an anecdotal item about the WSDOT (Washington State Department of Transportation) which runs our HARs. For many years, they had the same person voicing all the IDs. About a year and a half ago, a lady's voice was substituted. I know I am losing highs but she had a dreadful voice and in some cases, I simply could not pull out all the call letters even if I was next to the transmitter. During this period they also discontinued specifying transmitter locations. About six months ago, the original announcer came back and with him, the station locations. Meanwhile, there is a TIS/HAR on 1580 in Puyallup (Puyallup abuts Tacoma. It is pronounced pyou-AL-up). It is run by the city and has good coverage. Its primary purpose is to be there in the case of a lahar. (A lahar is what happens if a volcano erupts - all the flowing lava, etc.) Recently the station started giving two sets of call letters. I couldn't tell any difference driving around Tacoma. However, I drove to an area east of Puyallup a couple of weeks ago and could discern two signals in an area on the way back. They were beautifully synced; there was no discernable beat. You could only sense it when one would drop out due to terrain. A newspaper article indicated that the new one was in a place called Orting. Additional ones are planned, apparently. Other than LAX, does anyone else know of other synced TIS/HARs? [IRCA] Morse code on 600
PLEASE read the [IRCA] mailing list guidelines at http://www.ircaonline.org/guidelines.htm I've heard a couple of fairly strong bursts of morse code while listening on the upper sideband of 600KHz. Didn't seem to be overload or a spur. Switching the internal attenuator in/out made no difference. Odd.. 12:50am 12 May 2007 Palstar R30CC, 100' sloper aimed roughly north.
