With the Kenwood TS-930 and 80M inverted-L the signal was anywhere between S0 and S3. With the Icom R-75 and Ratzlaff active whip, there was still QSB, but the signal was always audible and peaking at S5. Wow, dramatic jump at 0602 just as I'm typing typing this.
