[IRCA] TP DX in Seattle on the Ides of March

It was a rather lackluster morning here, as far as TPs are concerned.  
The low end stations were all below average today. There was a 
noticeable enhancement above 1400 kHz for a few minutes at about 
1400-1410 UT.  The highlight of the morning was hearing the NHK2 outlets 
weakly on 1467.  Otherwise, it was a decidedly pedestrian morning.
