1130 KRDU Dinuba CA heard last night 4/20 10:45 PM PDT with "Walk In The Word" program (per their schedule), ToH ID mentioned streaming audio. Mostly dominant over CKWX and occasional KSDO. I suppose it could still be that Oregon Russian station, with an English program. KRDU used to be common back in the 80s, and I have heard them in recent years especially during times of high solar activities. KRDU was also my first thought, and I can't think of any other possibilities. I've never verified them here in Seattle, but like you, I've gotten the signal and format and suspected it was KRDU.
