Additional troops and police have been deployed in Minuwangoda area in the
western province to quell any racial disturbance following the killing of a
former Muslim councillor of the Minuwangoda Pradesya Sabha Wednesday
evening. Tension prevails in the area between two communities Sinhalese and
Muslims, sources said.
The victim has been identified as Mohamed Fazil aged 38 and a member of the
main opposition United national Party (UNP), sources said. Minuwangoda
Police have taken into custody a Sinhalese person Sooti Malli, sources said.
Black flags were seen on houses and shops and business establishments were
closed down as a mark of respect to the murdered local politician. A case is
pending in courts in connection with the racial violence that took place two
years ago between these communities in Minuwangoda, sources said.

OUR CONCERNS

We protest AIPAC, a non-registered agent of the State of
Israel, bribing and bullying American congressional representatives
into supporting Israel, often in ways that ultimately harm Americans.
Although AIPAC does not even represent a majority of American Jews,
its massive network of allied political groups and committed
supporters raise money and apply political muscle with two main goals:

* AIPAC works to perpetuate Israel's illegal occupation and
apartheid practices in the West Bank and Gaza, including the building
of an apartheid wall which has been condemned as illegal by the
International Court of Justice. It supports ongoing discriminatory
practices, land confiscation and ethnic cleansing in both the occupied
territories and Israel. AIPAC and its allies' propaganda efforts have
misled most Americans into thinking the Palestinians merely are
terrorists trying to destroy Israel, instead of being victims of 60
years of Israeli aggression who seek equal political rights, including
to return to their illegally confiscated lands and homes.

* AIPAC works to protect Israel's confiscated Palestinian
lands by promoting U.S. dominance in the Middle East. AIPAC and its
neoconservative and Christian Zionist allies promoted an illegal
American war against Iraq. They now promote an Israeli and/or U.S.
attack on Iran, even though the U.S. Department of Justice is
prosecuting former AIPAC staffers for spying on the U.S. to gain
information about Iran to relay to Israel. AIPAC supports Israeli
threats to attack Iran's nuclear facilities to force President Bush to
do so. Any attack on Iran could lead to the first use of nuclear
weapons since 1945, deaths of hundreds of thousands of innocent
Iranian civilians, retaliations by Iran and Shiites in Iraq that could
kill thousands of U.S. troops in Iraq, a cut off of oil supplies that
could devastate the world economy, and escalation to regional or even
world nuclear war.

AIPAC's destructiveness has been highlighted in the last year
by the writings of respected Professors Walt and Mearsheimer (The
Israel Lobby and U.S. Foreign Policy) and former President Jimmy
Carter (Palestine: Peace Not Apatheid). Dozens of pundits, left,
right and mainstream have echoed their analysis. AIPAC provides
ideological propaganda and political muscle to promote wars that its
military contractor allies need to profit from wars. These special
interests undermine American democracy by making congressional
representatives and the president more responsive to them than to
American voters.

Those who sign on to this call demand congress stand up to
special interests like AIPAC, end U.S. support for illegal Israeli
policies, end war on and occupation of Iraq and prevent any war

Christian Right Labors to Find '08 Candidate

WASHINGTON, Feb. 24 - A group of influential Christian conservatives and
their allies emerged from a private meeting at a Florida resort this month
dissatisfied with the Republican presidential field and uncertain where to
turn.

The event was a meeting of the Council for National Policy, a secretive club
whose few hundred members include Dr. James C. Dobson of Focus on the
Family, the Rev. Jerry Falwell of Liberty University and Grover Norquist of
Americans for Tax Reform. Although little known outside the conservative
movement, the council has become a pivotal stop for Republican presidential
primary hopefuls, including George W. Bush on the eve of his 1999 primary
campaign.

But in a stark shift from the group's influence under President Bush, the
group risks relegation to the margins. Many of the conservatives who
attended the event, held at the beginning of the month at the Ritz-Carlton
on Amelia Island, Fla., said they were dismayed at the absence of a champion
to carry their banner in the next election.

Many conservatives have already declared their hostility to Senator John
McCain of Arizona, despite his efforts to make amends for having once
denounced Christian conservative leaders as agents of intolerance, and to
former Mayor Rudolph W. Giuliani of New York, because of his liberal views
on abortion and gay rights and his three marriages.

Many were also suspicious of former Gov. Mitt Romney of Massachusetts;
members have used the council as a conduit to distribute a dossier prepared
by a Massachusetts conservative group about liberal elements of his record
on abortion, stem cell research and gay rights. (Mr. Romney has worked to
convince conservatives that his views have changed.)

And some members of the council have raised doubts about lesser known
candidates - Gov. Mike Huckabee of Arkansas and Representative Duncan Hunter
of California, who were invited to Amelia Island to address an elite
audience of about 60 of its members, and Senator Sam Brownback of Kansas,
who spoke to the full council at its previous meeting, in October in Grand
Rapids, Mich.

Although each of the three had supporters, many conservatives expressed
concerns about whether any of the candidates could unify their movement or
raise enough money to overtake the front-runners, several participants in
the meetings said.

Finally, in a measure of their dissatisfaction, a delegation of prominent
conservatives at Amelia Island tried to enlist as a candidate Gov. Mark
Sanford of South Carolina, a guest speaker at the event. A charismatic
politician with a clear conservative record, Mr. Sanford is almost unknown
outside his home state and has done nothing to prepare for a presidential
run. He firmly declined the group's entreaties, people involved in the
recruiting effort said. A spokesman for Mr. Sanford said he would not
comment.

There is great anxiety, said Paul Weyrich, chairman of the Free Congress
Foundation. There is no outstanding conservative, and they are all looking
for that.

Mr. Weyrich, a longtime member of the council, declined to discuss the group
or its meetings. The council's bylaws forbid members from publicly
disclosing its membership or activities, and participants agreed to discuss
the Amelia Island meeting only on the condition of anonymity.

For eight years and four elections, President Bush forged a singular
alliance with Christian conservatives - including dispatching administration
officials and even cabinet members to address council meetings - that put
them at the center of the Republican Party.

But in the aftermath of the stinging defeats in the midterm elections, and
with discontent over the Iraq war weighing heavily on the public, some
Christian conservatives worry that they may find themselves on the sidelines
of the presidential race.

Both Mr. McCain and Mr. Romney have worked hard to pitch themselves to
Christian conservatives - Mr. McCain by delivering speeches at venues like
Mr. Falwell's Liberty University or a recent abstinence-promotion event, Mr.
Romney by leading the charge for a constitutional amendment banning same-sex
marriage. But neither has won over many of the movement's leaders.

The conservative concern may also be an ominous sign for the Republican
Party about the morale of a core element of its political base.
Conservatives warn that the 2008 election could shape up like 1996, when
conservatives faced a lesser-of-two evils choice between a Republican they
distrusted, former Senator Bob Dole, and a Democrat they disdained,
President Bill Clinton. Dr. Dobson of Focus on the Family later said in a
speech to the council that he voted for a conservative third-party candidate
that year rather than pull a lever for Mr. Dole.

hesitation or argument, even if it will angeother people. She does this
because she knows, with her deep understanding of Islam and her own common
sense, that pleasing the people is a goal that can never be achieved, and it

said: Whoever
seeks the pleasure of Allah (SWT) at the risk of displeasing the people,

By weighing up her deeds in this precise fashion, the Straight Path will be
clearly signposted for the Muslim woman. She will know what she is allowed
to do and what she should avoid; her unfailing standard is the pleasure of
Allah (SWT). Thus the life of the Muslim women will be free from ridiculous
contradiction which have ensnared so many of those who have deviated from
the guidance of Allah (SWT).

There are women whom one sees praying perfectly, but in many instances they
follow their own desires and deviate from the right path. In social
gatherings they involve themselves in gossip and backbiting, criticising
people, plotting against anybody they dislike, and putting words in their
mouths so as to discredit them. These people are suffering from weakness of
faith and a failure to understand the true reality of this holistic religion
which Allah (SWT) revealed to guide mankind in all aspects of life, both
public and private, so that people might seek the pleasure of Allah (SWT) by
obeying His commands and emulating the behaviour of the Prophet (PBUH).

There are also women who obey Allah (SWT) in some matters, but disobey Him
in others, acting according to their own whims and desires. Such people are,
as it were, half-Muslims, and the split personality of those who have
deviated from the guidance of Islam is one of the most dangerous
psychological and spiritual disorders facing modern man.

10th February 2007** but due to lack of facilities she was directed to go to
the Trincomalee hospital. Reports say that despite her condition the lady
had to be taken to Trincomalee in the discomfort and delay of the regular
ferry that plies between Mutur and Trincomalee twice a day. *

  For Muslims and non-Muslims alike, the stock image of an 
Islamic scholar is a gray-bearded man. Women tend to be seen as the subjects of 
Islamic law rather than its shapers. And while some opportunities for religious 
education do exist for women — the prestigious Al-Azhar University in Cairo has 
a women’s college, for example, and there are girls’ madrasas and female study 
groups in mosques and private homes — cultural barriers prevent most women in 
the Islamic world from pursuing such studies. Recent findings by a scholar at 
the Oxford Center for Islamic Studies in Britain, however, may help lower those 
barriers and challenge prevalent notions of women’s roles within Islamic 
society. Mohammad Akram Nadwi, a 43-year-old Sunni alim, or religious scholar, 
has rediscovered a long-lost tradition of Muslim women teaching the Koran, 
transmitting hadith (deeds and sayings of the Prophet Muhammad) and even making 
Islamic law as jurists.

  Akram embarked eight years ago on a single-volume 
biographical dictionary of female hadith scholars, a project that took him 
trawling through biographical dictionaries, classical texts, madrasa chronicles 
and letters for relevant citations. “I thought I’d find maybe 20 or 30 women,” 
he says.. To date, he has found 8,000 of them, dating back 1,400 years, and his 
dictionary now fills 40 volumes. It’s so long that his usual publishers, in 
Damascus and Beirut, have balked at the project, though an English translation 
of his preface — itself almost 400 pages long — will come out in England this 
summer. (Akram has talked with Prince Turki al-Faisal, Saudi Arabia’s former 
ambassador to the United States, about the possibility of publishing the entire 
work through his Riyadh-based foundation.)

  The dictionary’s diverse entries include a 10th-century 
Baghdad-born jurist who traveled through Syria and Egypt, teaching other women; 
a female scholar — or muhaddithat — in 12th-century Egypt whose male students 
marveled at her mastery of a “camel load” of texts; and a 15th-century woman 
who taught hadith at the Prophet’s grave in Medina, one of the most important 
spots in Islam. One seventh-century Medina woman who reached the academic rank 
of jurist issued key fatwas on hajj rituals and commerce; another female jurist 
living in medieval Aleppo not only issued fatwas but also advised her far more 
famous husband on how to issue his. 

  Not all of these women scholars were previously unknown. Many 
Muslims acknowledge that Islam has its learned women, particularly in the field 
of hadith, starting with the Prophet’s wife Aisha. And several Western 
academics have written on women’s religious education. About a century ago, the 
Hungarian Orientalist Ignaz Goldziher estimated that about 15 percent of 
medieval hadith scholars were women. But Akram’s dictionary is groundbreaking 
in its scope. 

  Indeed, read today, when many Muslim women still don’t dare 
pray in mosques, let alone lecture leaders in them, Akram’s entry for someone 
like Umm al-Darda, a prominent jurist in seventh-century Damascus, is 
startling. As a young woman, al-Darda used to sit with male scholars in the 
mosque, talking shop. “I’ve tried to worship Allah in every way,” she wrote, 
“but I’ve never found a better one than sitting around, debating other 
scholars.” She went on to teach hadith and fiqh, or law, at the mosque, and 
even lectured in the men’s section; her students included the caliph of 
Damascus. She shocked her contemporaries by praying shoulder to shoulder with 
men — a nearly unknown practice, even now — and issuing a fatwa, still cited by 
modern scholars, that allowed women to pray in the same position as men. 

  It’s after the 16th century that citations of women scholars 
dwindle. Some historians venture that this is because Islamic education grew 
more formal, excluding women as it became increasingly oriented toward 
establishing careers in the courts and mosques. (Strangely enough, Akram found 
that this kind of exclusion also helped women become better scholars. Because 
they didn’t hold official posts, they had little reason to invent or embellish 
prophetic traditions.)

  Akram’s work has led to accusations that he is championing 
free mixing between men and women, but he says that is not so. He maintains 
that women students should sit at a discreet distance from their male 
classmates or co-worshipers, or be separated by a curtain. (The practice has 
parallels in Orthodox Judaism.) The Muslim women who taught men “are part of 
our history,” he says. “It doesn’t mean you have to follow them. It’s up to 
people to decide.”

Washington -- The Clara Mohammad School sits in a shabby storefront in 
Anacostia, a predominantly African-American neighborhood on the southern edge 
of the nation’s capital. Its windows advertising Quran classes are a testament 
to the legacy of Islam among African Americans in the United States. Just up 
the road is the Smithsonian’s Anacostia Museum for African-American History and 
Culture, which has opened the exhibit “Forgotten Roots: African-American 
Muslims in Early America.”

“Small paper documents like letters, pages from diaries, and deeds of sale come 
together to create vignettes of Muslim individuals – enslaved and free – who 
were known for their passion for freedom, their pioneering spirit, and their 
steadfast faith,” curator Amir Muhammad said of the show.

The exhibit is the first part of  a multiyear initiative to document family and 
community life among African-American Muslims, beginning with the first Muslims 
in the United States and moving to the present.

Some of the first Muslims came to America as enslaved Africans, and the exhibit 
profiles several of them through drawings, texts, books and documents. The 
exhibit focuses on the presence and contributions of African-American Muslims 
in the 18th and 19th centuries with pieces gathered from university 
collections, census records, newspaper archives, state historical societies and 
private collections.

An 1828 sketch depicts Abdur Rahman Ibrahima ibn Sori, an African enslaved in 
Guinea and brought to Natchez, Mississippi, whose story was  later told in 
Terry Alford’s Prince of the Slaves. Sori wrote a letter to his family 
describing his enslavement, and that letter eventually found its way to 
Mississippi Senator Thomas Reed and then to the U.S. consulate in Morocco. The 
sultan of Morocco petitioned then-Secretary of State Henry Clay and President 
John Quincy Adams to free Sori, a request that eventually was granted. Sori 
later traveled to Washington where he was able to meet President Adams.

One display case contains an 1853 edition of the Quran that bears the 
inscription “only book saved from the University of Alabama Library which was 
destroyed by fire during the Civil War.”  Another display case contains a Bible 
written in Arabic dating from 1811. The Bible was a gift to slave Omar Ibn 
Sayyid (1770-1864) from his master, James Owens of Fayetteville, North Carolina.

Sayyid, an Islamic scholar from what is now Senegal, is prominently featured in 
the exhibit. As a literate man, he was one of the few educated slaves when he 
was imprisoned in North and South Carolina. He wrote many texts to educate 
other Muslims in the area. Fourteen of his writings still exist. On display in 
Anacostia is an ambrotype image of Sayyid from 1850 and a copy of Bismillah, 
This is How You Pray, his guide for Muslim ritual prayer, which he observed 
devoutly. Sayyid also wrote an autobiography in Arabic in 1831 that depicts 
early Muslim life in  America.

Yarrow Marmood (1736-1844), a Muslim slave who gained his freedom and became a 
profitable landowner and businessman in Washington, and Muhammad Ali bin Said 
(1833-1882), a Muslim who came to the United States of his own free will and 
settled in Detroit in 1861, are two other individuals profiled in the exhibit.

The exhibit also looks at the contributions of early Muslim women like Margaret 
Mohammit Hagan, originally from Madagascar, who established a dress-making 
business on F Street in Washington and practiced medical electricity, an early 
health science. On August 11, the museum will host a discussion on “Muslim 
American Women,” with several guest speakers.

In conjunction with the exhibit, curator Muhammad and a group  of historians 
will host an “Islamic Heritage Day” at the Anacostia Museum on July 30. The 
all-day celebration will feature music, painting, poetry, calligraphy and a 
marketplace with crafts and foods.

Muhammad, who is founder of Collections and Stories of American Muslims Inc., 
said he hopes the exhibit will “paint the big picture and the little details of 
this fascinating tale of America’s first black Muslims.” The exhibit continues 
through October 16, and subsequent exhibitions in the museum’s program will 
examine what it means to be of African descent, Muslim and American.

 Life, for the true Muslim woman, is not to be spent solely on daily chores
or enjoyment of the good things of this world; life is an important mission,
in which every believer must take on the responsibility of living in such a
way that he or she will be a true and sincere worshipper of Allah (SWT).
This can only be achieved by checking one's intention, in all one's deeds,
to ensure that they are done for the sake of Allah (SWT) and to please Him.
According to Islam, all deeds are tied to the intentions behind them, as the
Prophet (PBUH) said:
*Actions are but by intention, and every man shall have but that which he
intended. Thus he whose migration was for Allah (SWT) and His Messenger, his
migration was for Allah (SWT) and His Messenger; and he whose migration was
to achieve some worldly benefit or to take some woman in marriage, his
migration was for that which he intended. *99 Hence the Muslim woman may be
in a continuous state of worship, which may encompass all of her deeds, so
long as she checks her intentions and ensures that she is carrying out her
mission in life, as Allah (SWT) wants her to do. So she may be in a state of
worship when she treats her parents with kindness and respect, when she is a
good wife to her husband, when she takes care of her children's upbringing
and education, when she goes about her domestic chores, when she upholds the
ties of kinship, etc., so long as she does all this in obedience to the
commands of Allah (SWT), and with the intention of serving and worshipping
Him.

seem!

This is a real story that happened between the customer of General Motors
and its Customer-Care Executive. Please read on. The Pontiac Division
of General Motors received a complaint:

'This is the second time I have written to you, and I don't blame you for
not answering me, because I sounded crazy, but it is a fact that we have
a tradition in our family of Ice-Cream for dessert after dinner each night,
but the kind of ice cream varies so, every night, after we've eaten, the
whole family votes on which kind of ice cream we should have and I drive
down to the store to get it. It's also a fact that I recently purchased a
new Pontiac and since then my trips to the store have created a problem.

You see, every time I buy a vanilla ice cream, when I start back from the
store my car won't start. If I get any other kind of ice cream, the car
starts just fine. I want you to know I'm  serious about this question, no
matter how silly it sounds What is there about a Pontiac that makes it not
start when I get vanilla ice cream, and easy to start whenever I get any
other kind? The Pontiac President was understandably sceptical about the
letter, but sent an Engineer to check it out anyway.

The latter was surprised to be greeted by a successful, obviously well
educated man in a fine
neighbourhood. He had arranged to meet the man just after dinner time, so
the two hopped into the car and drove to the ice cream store. It was vanilla
ice cream that night and, sure enough, after they came back to the car, it
wouldn't start.

The Engineer returned for three more nights. The first night, they got
chocolate. The car started. The second night, he got strawberry. The
car started. The third night he ordered  vanilla. The car failed to start.

Now the engineer, being a logical man, refused to believe that this man's
car was allergic to vanilla ice cream. He arranged, therefore, to continue
his visits for as long as it took to solve the problem. And toward this end
he began to take notes: He jotted down all sorts of data: time of day, type
of gas uses, time to drive back and forth etc.

In a short time, he had a clue: the man took less time to buy vanilla than
any other flavour. Why? The answer was in the layout of the store.
Vanilla, being the most popular flavour, was in a separate case at the front
of the store for quick pickup. All the other flavours were kept in the back
of the store at a different counter where it took considerably longer to
check out the flavour.

Now, the question for the Engineer was why the car wouldn't start when it
took less time. Eureka - Time was now the problem - not the vanilla ice
cream The engineer quickly came up with the answer: vapour lock.

It was happening every night; but the extra time taken to get the other
flavours allowed the engine to cool down sufficiently to start. When the man
got vanilla, the engine was still too hot for the vapour lock to dissipate.

simple only when we find the solution, with cool thinking. *

*Don't just say it is IMPOSSIBLE without putting a sincere effort. Observe
the word IMPOSSIBLE carefully.*

The news that no new Sinhala and Muslim undergraduates would be
admitted to the three universities in the North-East, out of
security considerations, comes as a shock to those championing
closer links among the regions of the country and national
integration.

Out of the thousands of Sinhala and Muslim students who have
qualified for university entrance, none would be absorbed into the
universities in the North-East, thus defeating all hopes of
promoting closer, positive interaction among the young of our
communities.

This is a setback for national unity and is not promotive of the
worthy aim of forging a common, Lankan identity.

We are not pointing an accusing finger at the University Grants
Commission, under whose purview university admissions occur.

The UGC's position is acceptable that from a security point of view
Sinhala and Muslim admissions to the universities concerned are not
possible.

After all it is the LTTE which is nurturing the ethnic scourge in
Sri Lanka and the group enjoys the terrible notoriety of cleansing
the North-East ethnically, with all the brute force at their
command. It is no secret that neither Sinhalese nor Muslims could be
found in areas beyond Vavuniya. Such are the stupefying results of
LTTE ethnic cleansing.

So, it does not come as a surprise that the higher educational
authorities are anxious over the safety of Sinhala and Muslim
students. After all, the former are responsible for the well-being
of the latter.

However, it speaks volumes for the impartiality and neutrality of
the Lankan State that our Tamil citizens, irrespective of status,
could reside and carry on their livelihoods anywhere in Sri Lanka.
Tamil students freely pursue their educational careers anywhere in
Sri Lanka, including the Southern Province.

This telling fact blows the foundation off the LTTE charge that
Tamil citizens are victimized on all fronts. On the contrary, they
are always safe with the State but would have to brace of terror and
brutal handling whenever they interact with the Tigers.

These are salient facts for the world community. It is the LTTE
which is sowing the evil seeds of ethnic chauvinism in Sri Lanka and
for this reason the LTTE needs to be constantly hounded by all
forces of civilization and outlawed.

The differences in the way the State and the LTTE treat the students
of this country, among other things, should lend credence to this
policy approach to the Tigers.

However, it is a matter for regret that Sinhala and Muslim students
cannot pursue a higher education in the three universities in the
North-East.

If they could have done so, these universities would have been
glowing examples of ethnic solidarity and brotherhood.

After all, ethnic strongholds and enclaves should never be
encouraged along with the mentality that goes along with it.

The State, meanwhile, should do everything within its power, to
highlight the virulence of the LTTE's ethnic chauvinism. The world
cannot tolerate such scourges, lest it encourages division.

Dear Brothers  Sisters:

Why do some Muslims try to make our Islamic faith so strict and even 
against joy and happiness?  I am referring here to the rather naive view 
that just because birthdays were not celebrated during the early days of 
Islam, then celebrating birthdays is totally not allowed. This kind of 
thinking is not only illogical, it can be destructive too.  Is there 
anything wrong with a person, a family, or a community organizing a 
birthday party in order to enjoy the occasion and, in the process, 
strengthen personal and social bonds? Why do some Muslim try to push 
Islam into these silly losing battles? Do I need to remind those brothers 
and sisters who seem to find a so-called BID'A  everywhere in today's 
Muslim life that prior to the introduction of air travel the Hajj 
(pilgrimage) used to take months because pilgrims used animals, including 
camels, as means of transportation. According to their twisted logic, 
traveling by air to perform the Hajj should be considered a BID'A too. It 
is about time that Muslims begin to take themselves, and their infinitely 
cosmopolitan and inclusive faith, more seriously. If anything, Islam 
expects, indeed demands, its adherents to celebrate and enjoy life with all 
its beauty (without excessive indulgence of course). Celebrating birthdays 
should be viewed positively by all Muslims because it is a manifestation of 
our thanksgiving to the Almighty God for the gift of life.

A little boy went into a store, reached for a soda carton and pulled it over
to the telephone. He climbed onto the carton so that he could reach the
buttons on the phone and proceeded to punch in seven digits. The store owner
observed and listened to the conversation.



The boy asked, Maam, Can you give me the job of cutting your lawn? The
woman replied, I already have someone to cut my lawn.



 I will cut your lawn for half the price of the person who cuts your lawn
now. replied the boy. The woman responded that she was very satisfied with
the person who was presently cutting her lawn .



The little boy was even more perseverant and said, I'll even sweep your
curb and your sidewalk, so on Sunday you will have the prettiest lawn in all
of Palm beach, Florida. Again the woman answered in the negative.



With a smile on his face, the little boy replaced the receiver.



The store owner, who was listening to this conversation, walked over to the
boy and said, Son I like your attitude; I like that positive spirit and
would like to offer you a job.


The little boy replied, No thanks, I was just checking my performance on
the job I already have. I am the one who is working for the lady I was
talking to!

America is secretly funding militant ethnic separatist groups in Iran in an 
attempt to pile pressure on the Islamic regime to give up its nuclear programme.
 
President Mahmoud Ahmadinejad's regime is accused of repressing minority rights 
and culture 
In a move that reflects Washington's growing concern with the failure of 
diplomatic initiatives, CIA officials are understood to be helping opposition 
militias among the numerous ethnic minority groups clustered in Iran's border 
regions.
   
  The operations are controversial because they involve dealing with movements 
that resort to terrorist methods in pursuit of their grievances against the 
Iranian regime.
  In the past year there has been a wave of unrest in ethnic minority border 
areas of Iran, with bombing and assassination campaigns against soldiers and 
government officials.
  Such incidents have been carried out by the Kurds in the west, the Azeris in 
the north-west, the Ahwazi Arabs in the south-west, and the Baluchis in the 
south-east. Non-Persians make up nearly 40 per cent of Iran's 69 million 
population, with around 16 million Azeris, seven million Kurds, five million 
Ahwazis and one million Baluchis. Most Baluchis live over the border in 
Pakistan.
  
Funding for their separatist causes comes directly from the CIA's classified 
budget but is now no great secret, according to one former high-ranking CIA 
official in Washington who spoke anonymously to The Sunday Telegraph.
   
  His claims were backed by Fred Burton, a former US state department 
counter-terrorism agent, who said: The latest attacks inside Iran fall in line 
with US efforts to supply and train Iran's ethnic minorities to destabilise the 
Iranian regime.
   
  Although Washington officially denies involvement in such activity, Teheran 
has long claimed to detect the hand of both America and Britain in attacks by 
guerrilla groups on its internal security forces. Last Monday, Iran publicly 
hanged a man, Nasrollah Shanbe Zehi, for his involvement in a bomb attack that 
killed 11 Revolutionary Guards in the city of Zahedan in Sistan-Baluchistan. An 
unnamed local official told the semi-official Fars news agency that weapons 
used in the attack were British and US-made.
   
  Yesterday, Iranian forces also claimed to have killed 17 rebels described as 
mercenary elements in clashes near the Turkish border, which is a stronghold 
of the Pejak, a Kurdish militant party linked to Turkey's outlawed PKK 
Kurdistan Workers' Party.
  John Pike, the head of the influential Global Security think tank in 
Washington, said: The activities of the ethnic groups have hotted up over the 
last two years and it would be a scandal if that was not at least in part the 
result of CIA activity.
   
  Such a policy is fraught with risk, however. Many of the groups share little 
common cause with Washington other than their opposition to President Mahmoud 
Ahmadinejad, whose regime they accuse of stepping up repression of minority 
rights and culture.
  The Baluchistan-based Brigade of God group, which last year kidnapped and 
killed eight Iranian soldiers, is a volatile Sunni organisation that many fear 
could easily turn against Washington after taking its money.
   
  A row has also broken out in Washington over whether to unleash the 
military wing of the Mujahedeen-e Khalq (MEK), an Iraq-based Iranian opposition 
group with a long and bloody history of armed opposition to the Iranian regime.
   
  The group is currently listed by the US state department as terrorist

  At present, none of the opposition groups are much more than irritants to 
Teheran, but US analysts believe that they could become emboldened if the 
regime was attacked by America or Israel. Such a prospect began to look more 
likely last week, as the UN Security Council deadline passed for Iran to stop 
its uranium enrichment programme, and a second American aircraft carrier joined 
the build up of US naval power off Iran's southern coastal waters.
  The US has also moved six heavy bombers from a British base on the Pacific 
island of Diego Garcia to the Al Udeid Air Base in Qatar, which could allow 
them to carry out strikes on Iran without seeking permission from Downing 
Street.
   
  While Tony Blair reiterated last week that Britain still wanted a diplomatic 
solution to the crisis, US Vice-President Dick Cheney yesterday insisted that 
military force was a real possibility.
   
  It would be a serious mistake if a nation like Iran were to become a nuclear 
power, Mr Cheney warned during a visit to Australia. All options are still on
