I just now checked on Ambari version 2.6.0. Exactly the same problem occurs.

[~rlevas] I attached screen captures which show the problem ( I forgot to mark 
the INSTALL steps, but that should be obvious).

Also I attached a sample stack to reproduce the problem. Script files contain 
just a stub, nothing is installed or started, but it's enough to show the 
problem.

One question about stack scripts.
MASTER and CLIENT components have INSTALL and CONFIGURE functions. Install is 
being run, but I was not able to the log from configure function.
