I moved the older links to point to archive.apache.org as recommended by the
[Apache Mirroring Resources guide](https://www.apache.org/dev/mirrors).
I also switched most URLs that were still using http to https (this is also
recommended by Infra for the Apache websites at least) [this is in a separate
commit to make the review easier].
@amaliujia we should probably add the step of renaming the previous release
links to point to archive.apache.org and the new release to
downloads.apache.org as a step on the downloads/blog post generation of the
release guide. (maybe you can add that since you are the next release manager).
We should also add a step to remove the previous releases from
https://dist.apache.org/repos/dist/release/beam (because they are already
available in archives) and this is recommended to be gentle with the mirrors
too.
