CLOUDSTACK-2948, Explicit dedication processor wasn't added to nonoss 
components context xml. The processor was never picked up to evaluate which 
hosts to avoid during deployment. Adding the explicit processor to the list of

 Below are the steps followed:
 1)In a freshly installed host created a Sub domain under the root 
 Domain.(domain kiran is created).
 2)While creating a Zone dedicated it to the subdomain created in the step1.
 3)The Zone creation was Successful .
 4)Then logged in as the root and created affinity group user and tried to 
 create a VM in the Zone which is dedicated to the Subdomain.
 5)The VM creation was successful.
 Expected Result is the VM creation from the root domain should fail in this 
 Zone as the Zone is dedicated to another Subdomain.

Tried a different scenario:
1)Dedicated the Zone to Subdomain Kiran(which has two accounts 
kiran1(domain-admin),kiran2(user)).
2)Dedicated the pod to the Account kiran1(the setup has Single Zone--Single 
Pod--Single cluster--single host)
3)logged in with the account kiran2 and tried to deploy a vm.
4)the VM deployment was successful.

Expected Result is since the pod is dedicated to the Account kiran1 the cluster 
and host will be automatically dedicated to the same account and hence the VM 
deployment from the account kiran2 should be failed.
