In the logs there is no StopCommand getting handled by HA-Worker threads which indicates that vmsync is not generating one. In acs 4.3 and onwards, vmsync design was changed. This issue is fixed as part of that. My guess is that the situation is related to a race condition in the HA-Worker threads, which by default is 5 In the test environment, we try to change ha.workers value to 1 and we will see if the situation repeats itself.
