look at API doc for create service offering:
http://cloudstack.apache.org/docs/api/apidocs-4.3/root_admin/createServiceOffering.html
You can see "iscustomized" option
In change service offering:
http://cloudstack.apache.org/docs/api/apidocs-4.3/root_admin/changeServiceForVirtualMachine.html
you see "details" that you can set amount of ram and cpu.

Which service offering is this, disk, compute, network? You can only have a 
custom disk size (as a customization) when selecting disk size. Compute 
offering cannot be customized during time of deploying a VM through UI. Seems 
like a misunderstanding than a bug.

I'm talking about a service offering that I create by myself which I select 
"Custom" in its configuration.

Which service offering is that? You cannot change RAM/CPU of a compute offering 
after creating it (only directly via DB).
