See http://commons.apache.org/compress/zip.html#encoding Do you get correct file names if you use something like new ZipFile(zipname, ENCODING) where ENCODING is whatever Java calls you platform's native encoding. I don't have any idea what that would be and wouldn't recognize correct arabic characters either so I didn't try it myself on your test archive.
