   ## What is the purpose of the change
   
   *This pull request will use pip instead of conda to install flake8 and 
sphinx. We found our Azure machine always can't connect to anaconda channel, 
but we can use pip to install large packages such as apache-beam, pyarrow, 
numpy and so on. So I choose to use pip to install flake8 and sphinx*
