{{KubernetesResourceManagerDriver#tryResetPodCreationCoolDown}} is calling a
not implemented method {{RpcEndpoint.MainThreadExecutor#schedule(Callable<V>
callable, long delay, TimeUnit unit)}}. This will cause a fatal error and make
JobManager terminate exceptionally.
