I think there are 2 points here:

1. HAWQ init() should run only if Ranger GUC is turned off. To this extend, if 
init() finds the GUC is to be ON, it should stop and error out with the proper 
message.
2. HAWQ start() should analyze the GUC and start RPS if the GUC is ON, which is 
what this story is about. Why is it closed ?

Based on design doc, Hawq inits without ranger configured, so we can close this 
issue.
