Checking patch v3, it seems we shouldn't return {{f.get(duration, 
TimeUnit.MILLISECONDS);}}, instead we should return {{f.get(operationTimeout -

TimeUnit.MILLISECONDS);}} if decide to fix the double-timeout part in another 
issue?

The real timeout in ScannerCallableWithReplicas seems to be longer than timeout:

It looks like the "synchronized" can be safely removed.

HTable.get(),  and we will get one new instance of

Since all calls from client have timeout associated with them, I think adding 
explicit timeout makes sense.
Hence the current formation in patch.
