So there will have a overall cluster balancer to fix the wrong assigns. And availability is more important than the correctness of regions location. So if no regionservers in group, fallback to default rsgroup. If no regionservers in default rsgroup, fallback to any rsgroup which have online regionservers. Maybe we can keep BOGUS server for no live servers in fallback group? And we should restrict server removement of fallback group? We should also consider group balancer, currently just balance a group will not correct its regions.
