I think this test is kind of bit aggressive and I agree that we could take
better deterministic measurements or maybe we can just assert only small no of
data insertion rather than awaiting for pretty large no of rows to be inserted.
Unfortunately, I might not be able to get to this sometime soon. Let me
unassign this for some time in case anyone would like to improve this test,
else will get to it probably in a couple of months.

Briefly looked at it, think the time based wait should be redone to something
more deterministic based on when the records are inserted into that table.

Passes on my Macbook and on ASF Jenkins per recent job report
(https://ci-hadoop.apache.org/job/HBase/job/HBase%20Nightly/job/branch-2.4/106/).
Fails on a Linux CentOS 7 test host. Java: openjdk version "1.8.0_292"
Worth looking at, but not urgent.
