I have already scripted a workaround, so I currently have no need for this 
feature. From my point, this issue can be closed.

 Implement the branching command by creating a stream.
 This feature is not implemented yet because (as stated in 
 JazzBranchCommand.java) the scm command doesn't support stream creation.
 But since RTC 4 it is possibe to create streams... (see
