question: what do you expect from generating buildinfo on each build?
as written in PR comments, we don't need to record buildinfo: see
https://github.com/jvm-repo-rebuild/reproducible-central that was done without
saving buildinfo at initial build time
And also instructions in
https://maven.apache.org/guides/mini/guide-reproducible-builds.html don't
create buildinfo on first run
artifact:buildinfo is there to check reproducible build on rebuilds
