The attached screenshot looks not unnormal to me. I assume you are talking about this function: Tools - Options - View - Scaling Here the respective help topic: Scaling Uses percentile scaling for font size in user interface elements, such as dialogs and icon labels. The Scaling setting does not affect the font size of text in a document. That's what I can see when using this function.
