This sounds like the openoffice401.msi has been removed manually from the
system directory ?:\Windows\Installer\. Doing this manually is usually a bad
idea, causes the registry to become out-of-sync, and can easily explain any
following errors.
However, files in ?:\Windows\Installer are usually (at least on Windows 7)
renamed to a string of hexadecimal digits or, alternatively, to a UUID. An msi
still being named 'openoffice401.msi' is unexpected. Either the behavior
changed in Windows 8 or it is just the error message that substitutes
openoffice401.msi (the original name) for the UUID.
Anyway, this can probably only be fixed by cleaning up the Windows registry.
Something that can easily destroy the whole system.

Reproducible with AOO 4.0.1 Release – German UI / German locale
[AOO401m5(Build:9714) - Rev. 1524958 2013-09-20 11:40:29] on German WIN7
Home Premium (64bit), “historic” 4.0 User Profile used for all predecessor
versions

From time to time we have had similar reports, but we never got a report what
made the problem reproducible. Probably reporter makes a mistake or WIN is
broken or similar.

I wonder whether there should be a openoffice401.msi in folder
..\WINDOWS\Installer ?

@reporter:
thank you for your feedback! Unfortunately you are wrong here, this is the AOO
bug tracking system, not a helpdesk.

Please feel free to reopen this Bug if discussion with other users leaded to an
assessment that we have an AOO bug with a current AOO Version and a clear and
comprehensible description how to reproduce the problem due to above mentioned
guidelines.
