Same version of OpenOffice and same version of Windows, yet the bug is affecting some users but not others. Very weird. I just tried temporarily changing my regional settings to France and it didn't make a difference. So it would seem that there's some factor at work causing it to sometimes honour regional settings and sometimes not.
