That is because it is currently our goal to consolidate the Maven and SBT builds by deriving the SBT build configuration from the Maven POMs: https://issues.apache.org/jira/browse/SPARK-1776. As such, any partitioning of the SBT build file will really need to be incorporated into the code that is generating that file from the Maven input. It was very odd to see the SBT/Maven redundancies however.
