There is a logical error in test case "error during accessing host local dirs
for executors" in ShuffleBlockFetcherIteratorSuite.
It tries to test fetching host-local blocks, but the host-local BlockManagerId
is configured incorrectly, and ShuffleBlockFetcherIterator will treat those
blocks as remote blocks instead.
