there may hide two problem:
1, why cop-manager heartbeat failed with [WARNING]: (manager test) bad
response value
2, why the safe_kill killed cop itself by the end
cop will kill manager server, even cop it self

Who needs or uses {{.la}} files?
We have {{tsxs}} which compiles stuff without {{libtool}}, and the plugins
definitely don't need {{.la}} files for loading.
