It'd be swell if [~amc] could make some of the currently static buffer sizes 
runtime configurable. Ideally even overridable. For example

proxy/hdrs/HdrHeap.h:#define HDR_STR_HEAP_DEFAULT_SIZE  2048

There might be several others :). I imagine a site using ATS could have some 
reasonable knowledge of their typical header sizes, and size these accordingly 
for optimal performance.
