I wrote something about this a while ago:

I can't just 'drop' the XML portion because a lot of projects at
Ghent University make heavy use of it. As I tell in my post,
I haven't made up my mind yet what to do about it.
Mark Hall has made a scenario for deprecating RtfWriter
in favour of RtfWriter2. I may do something similar in the
future for xml, but in the meanwhile (certainly in the year
to come), everything will probably stay the way it is.
