Below are temporary & permanent speech rate keystrokes:
Control, alt, + page up or down for temporary changes.

Control, alt, windows key, + page up or down for permanent changes.

To change voice rate temporarily while JAWS is in "say all," adjust speed 
with pageup or pagedown alone.

Thanks.  I also found that the following shortcut key will increase volume
up a step increment at a time...

How to Permanently Set the JAWS Speech Rate
1.In JAWS 14 or later:
.Press Ctrl+Alt+Windows+PageUp to increase the speech rate
.Press Ctrl+Alt+Windows+PageDown to decrease the speech rate
