I have seen this behavior on some web pages using Windows 8.1.  I can go 
to

an edit field and enter the information while in forms mode.  But I can't
get JAWS to read what I entered using the virtual or forms mode cursors.
But I discovered that I can route the JAWS cursor to the active cursor and
the JAWS cursor will be in the first character of the edit field.  Then I
can read the line including the contents of the edit field using the JAWS
cursor.  If I find I need to make a correction in the field, I right arrow
using the jaws cursor until I reach the first character that needs
correcting.  Then I route the PC cursor to the JAWS cursor and delete the
bad character(s) and retype the correct character(s).  And this also does
not speak using the PC cursor.  I don't know if this is due to the web 
site

itself, the graphics card being used or what!
