Does the portable version of Jaws for usb thumb or flash drives have to be
authorized in order to use them on a computer without Jaws once the video
drivers are installed on the computer being used without Jaws already
installed?

No. Without a license JAWS will simply run in 40 minute demo mode, just 
like the installed version.

Ok so in that case could use my Dongle usb authorization drive to authorize
it on the computer planning to temporarily use.

If you have need for the portable version of Jaws then you really should
ensure you are using a dongle authorisation as you will burn through your
activations very fast.
