They are called combo box! These combo boxes change the content of the web site just by moving the focus up and down. Once they cursor has changed once the web site changes and this makes it impossible to view the available choices. I think these combo boxes lack a submit button and are javascript based. Is there a work arround that makes it possible to view the available choices and pick one later on.
