reboot the computer. as it starts booting up,  keep tapping function key f8.

Optionally, do the following:
1. from your Start menu, go to Run...
2. In the Run edit box, type msconfig (without quotes) to open the Windows 
configuration manager.
3. When the Configuration manager appears, press control+tab to the Boot.ini 
tab.

4. Arrow to /SAFEBOOT option and press spacebar to checkmark it.
5. After this press Okay for your computer to start in safe mode.

In safe mode, troubleshoot whatever prompted you to boot into safemode, for 
example removing a troublesome spyware. After doing so, don't switch off 
your computer but open the msconfig program and press control+Tab to go to 
boot.ini tab. Press spacebar to remove the checkmark on /safeboot option and 
press OK.

Your computer will then restart in normal mode.

It should be noted here, that there is no speech available in safe mode,
so assistance from someone sighted is required.
