Is the Excel file one that you created, or one that was e-mailed to you?  If
it was e-mailed, you might be viewing the file in Protected view.  If this
is the case, you can go to the File menu, and under the Information tab you
will find "Enable".

After you get done maximizing the window
I have the same problem, and this is what I did, but I use MS 2010
1, in the cell I want to edit
2, press f6 
3, arrow down to close
You might have something opened

What OS?  I haven't seen that kind of behavior since JAWS 12, but I've been a 
wee bit paranoid ever since.  I've checked Excel and Access on my home Windows 
7 Pro system, and both seem to work okay.  Come to think of it, I think Access 
was the problem child on 11 and 12; I was using XP at the time at both home and 
work.

I am using Excel 2007 with Jaws 14. When I can't edit a cell I press the End
key and then the home key on the num pad.
Then I press the F5 goto key and return to the cell I wish to edit. This
works for me and my setup. 
You might give it a try with your system.

Sometimes I have another thing open in the menu, so when I do a f6, I can
arrow down to close, and press enter, and then I can press f2 to edit that
cell.
When everything is working right, f6 says clear all.

I had not heard of this  but always like to learn new solutions. I can't
replicate what you suggest below. Can you clarify and make sure you passed
on the correct keys?

It didn't appear that I had anything open when I hit the f6 and after having
a sightling look at it for me, I was correct but I did not get the " all
