Always ensure that your OS has the requested locale installed. In most cases (e.g. on Solaris) you are missing the locale. See locale -a for unix boxes. I have seen the "blank" page issue popping up whenever cookies were involved and somehow got lost. I have never seen partial content though. Both JBoss and Orion do have their pros and cons, but better don't judge on developer activity but on features you need.
