You need to use the correct sql seed from Quartz based on the version of Postgres you are running. Using PostgreSQL, passing 'false' or empty string to the database that is used in the WHERE clause of the query will result in a type operator error returned by the database. That explains the error shown in the stack trace; however to track the real reason for the exception one would have to look into the source code for your app and the db schema.
