You do not need W3 to run either speedbar or the JDE.

Since JDE depends on Speedbar which depends on W3, I tried to install
W3 on GNU Emacs 21.1 but ran into byte compilation errors that I
couldn't debug.  Do you have W3 running on GNU Emacs 21.1?

Yes.  :-)

Emacs 21 is very nice.  JDE seems to work great with it so far as I
know.
