Add an extra configuration parameter to reduce the size of standard
output/error of report files. This prevent the OOM in Jenkins master that cause
reboot. As per junit plugin the reduce is now enable by default.
**NOTE:** This service has been marked for deprecation:

Functionality will be removed from GitHub.com on January 31st, 2019.
