I did some research and now I believe that it is only indirectly a problem of the plugin. The error already exists in the libraries such as Axis used by the plugin.

I have my Mantis installation hosted at "http://localhost/mantis/". This is the path I have configured in global Jenkins settings. Nevertheless, in the project settings, no Mantis projects and categories can be found. 

When I hosted Mantis on a "real" domain, Jenkins was able to connect.
