I even found the original description of this feature (https://jenkins.io/blog/2010/08/11/quiet-period-feature/) and current implementation changes fundaments of it. You mentioned that polling is resetting this timer, then bug is in implementation of polling mechanism if no changes in repo resets timer (no changes = no trigger = no timer reset) or people are incorrectly setting the quiet period value. Please give us back correct/previous implementation of this feature. The timer is set to 60s and our app sends POST requests to buildWithParameters every 1-3s until it has no events to process. In our workflow this build was always waiting until the last event and then started counting down from 60s. Now it counts down from 60s on first trigger no matter how many events were triggered. When it goes down to 0 the build is started and another event queues another build with 60s timeout.
