So instead of http://server:8080/jenkins, use http://server:8080/jenkins/, and then it works. This is true for me as well. I have the issue only from Chrome, and with Jenkins 1.567 running in Tomcat7 on a Windows 2008 R2 box. Without the /, I can't get in from Chrome. This message is automatically generated by JIRA.
