Let the length of the commit message be determined by the source system or team, not the consuming system. Other source control plugins (i.e.: TFS) provide the full commit/changeset message without any problems. While the community may recommend a specific length, plugins that consume the data shouldn't be the part of the process that enforces it. The Matrix project would solve many of my maintenance problems right now, but the TFS plugin isn't playing nice with it. Could it be configured to not create a workspace for the root build and only for the child builds when in a matrix project?
