I was having the same problem with official Jenkins docker image. I don't have any jobs which run on the master, but I set "JVM Options" for my slave to "-Dfile.encoding=UTF-8" and it seems to have solved my problem, thanks. In case others need to know how to configure the node:Manage Jenkins -> Manage Nodes -> (select node) -> Configure -> Advanced (Launch method) -> JVM Options = -Dfile.encoding=UTF-8
