So perhaps the actual issue is that we now have two nodes and thus if our concurrent jobs are on different nodes they can be allocated the same port. I noticed the plugin hasn't been updated in a while and our version of Jenkins is a year old anyway so it's unlikely we have upgraded anything recently. However, we did add a second pool around the time we started seeing this issue. If I remove that second pool then the bug disappears and we see jobs getting allocated different ports again.
